Tournament Rules and Regulations
SIZE 6 BALL
A size 6 ball will be used for all girls and women’s games and
for under 10, 12 and 14 boys games.
ADVANCED FOUL LINE
The foul line will be advanced to the midpoint between the normal foul
line and the inside dotted line at its level nearest the basket for Under
10 and Under 12 penalty shots.
THREE POINT RULE
Successful three (3) point attempts will be recognised in all grades.
ALL UNDER 10 GAMES PLUS UNDER 12 DOMESTIC GAMES (including cross with other 12C games)
In any game where the score shows a difference of fifteen (15) points
or more, four players from the leading team must be behind the three point
line. Once the ball has passed across the three point line, the defensive
players are allowed to occupy any position on the court.
If the team which is fifteen (15) points or more in arrears loses possession
of the ball for any reason at all before it has reached the three point
line, and there are more than two (2) defensive players in advance of
the three point line, then the ball is returned to the offensive team.
DUNKING RULE
In a dunking situation, a player may:
- Grasp the ring momentarily and incidentally.
- Hang on the ring if, in the judgment of the referee, he/she
is trying to prevent injury to players on the court.
- However, hanging on the ring in such a way that the weight
if the player is supported by the ring, where there is no risk of injury,
will result in that player receiving a disqualifying foul and they will
be removed from the court area. Penalty of two (2) free throws followed
by possession at mid court to the opposing team.
This rule will be stricly enforced. Any referee that does not enforce
the above rule, the stadium management should be informed so the referee's
director can address the relevant referee(s).
INTERPRETATION OF RULES
The authoritative interpretation of matters concerning timing, uniforms, eligibility, fixtures and
other general Tournament regulations shall be given by the relevant Tournament Office.
- To qualify for finals a player must take part in at least TWO (2) games with the
team concerned*. A final is any game in which the teams playing are specified by position
on the ladder rather than by name. Participation of an unqualified player in a final will
result in a forfeit by the offending team.
*Note to Rule 1. Score bench officials are requested by agreement to
cross out the name of any player on the score sheet that was not present
at the game to ensure the rule is enforced. In the case of disagreement
between sore bench officials, the referee shall make the ruling.
- Players may play in more that one age group provided that they do not play in a lower grade
in a higher age group. e.g. 14A players cannot play 16B, but 16 B players may play 18A. No player may
play in TWO (2) teams in the same age group. The penalty is automatic loss of points for the games in
which the offence occurred. Any player who has represented HIS or HER STATE in Australia Championships
in the previous 12 months must be declared with the entry form if playing other than A grade.
- Where two (2) or more teams finish in equal points, their order shall be determined in the first
place by results by the games played against each other i.e. the win / loss record and then percentages
if necessary. If this does not resolve the order, then overall percentages will be taken to decide position.
If more than two teams have the same points, and these teams have not all played each other, then overall
percentage will decide the positions.
- In the case of disputes, the matter will be referred to the Disputes Chairperson. In the case of
reports, the decision of a tribunal appointed by the Tournament Director will be final.
- Finals shall be played according to the system specified in each grade.
- Coaches shall provide their own practice balls. No other basketballs
may be taken into the Venues.
The Tournament Committee reserves the right to vary eligibility
rules to maintain the participation of a team entered in a competition,
provided it is satisfied that no team will be thereby stronger than when originally graded.
DECLARATION SHEETS
All teams must submit, before first game, on the Declaration Sheet provided, a list of players' names together
with dates of birth. The Tournament Committee may declare ineligible and player not listed on these sheets. It is
the responsibility of teams to submit the names of any additional players to the relevant Tournament Office before these players participate.
TThe Tournament Committee may limit participants in teams in a particular competition to non championship (representative)
players, or players who have gained exemption. In these competitions, playing of an undeclared championship (representative)
player or disapproved player shall lead to forfeit if games concerned.
DOMESTIC GRADE COMPETITIONS
Where a grade is labelled as a domestic grade, no player who has been a regular member of a championship (representative)
Friday night team in the most recent Grading Phase One may play in that grade. Penalty - forfeit of any game won by a
team including such a player. Being a regular member is defined as either being on nominated team list or having played two
or more games in that grading phase. Exemptions may be granted at the discretion of the Committee.
Please Note – Andrew Harris will complete All Eltham Girls Declaration Sheets. Any player additions to a team must
be submitted to Andrew before playing.
SINGLET PRIORITY
Teams are requested to provide an alternative set of singlet's where the fixture indicates that there will be a colour clash.
Please check the list of participating clubs and their playing colours. Priority will be given to Interstate and Country teams
when they play Melbourne metropolitan teams. Priority between metropolitan teams will be decided by the toss of a coin.
Eltham and Dandenong teams will change for ALL OTHER TEAMS as a matter of courtesy but inadvertent failure to do so will not be
taken to constitute a forfeit.
RESCHEDULED GAMES
The Tournament Committee reserves the right to reschedule games in the case of extraordinary circumstances such as team withdrawals
or venue availability. Three hours playing time notice will be given, e.g. if a game is to be rescheduled for 4pm on Saturday the team
contact person will be notified before 1pm Saturday. For a 9am game on Sunday, the team contact person will be notified before 7pm Saturday.
TIMING
- All Games – The clock will not be delayed because teams are not
on the court. Half time is strictly two (2) minutes only in all games.
- Ordinary Games – Seventeen (17) minute halves with the clock stopping
in the last minute of the first half and the last three (3) minutes of
the second half for all time-outs, substitutions, fouls, penalty shots
and jump balls.
- Extended Games 12A to 20A – Twenty (20) minute halves. Clock stops
for all time-outs and every whistle in the last minute if the first half
and last three (3) minutes of the second half. Three (3) minute warm-up.
Only venue organizers may shorten the warm-up time.
TIME – OUTS
- Ordinary Games – One (1) time-out per team per half except in the Grand Final in which two (2) time-outs per team per half
will be permitted. No time-outs in the last one (1) minute of the first half.
- UNDER 12A, 14A, 16A, 18A, 20A, GAMES – Two (2) time-outs are permitted for each team, each half.
TIES
Ties will be recognized except in all Finals where an extra
three (3) minutes will be played.
FIVE SECONDS IN THE KEY
Five (5) seconds in the key will be administered
in the Under 10 and 12 Grades as in the Metropolitan Championship Rules.
Three (3) seconds in the key applies to all other age groups.
REQUIRED NUMBER OF PLAYERS
In all Grades, teams must have four (4) players on the court before the
game can commence.
LATE START
The penalty for a late start shall be one (1) point for every minute or
part thereof. At half time the game is forfeited – 0-20 by the team
which did not appear with the minimum number of players.
PLAYERS’ NAMES ON SCORESHEET
Players’ names may be added at any time during a game, but in
a team’s first game, a player whose name is added after half time,
shall be required to show the Venue Organiser a player’s ticket,
before participating in the game.
ABANDONED GAME RULE
The decision to abandon any game due to unforeseen circumstances will be made by the relevant Tournament Director
in consultation with the affected venue co-ordinator.
All teams should note that only tournament officials may declare a game abandoned due to venue conditions, as opposed
to a delay in the conduct of the game. If referee seeks to abandon a game due to venue conditions the decision should be
disregarded unless confirmed by a tournament official.
A team leaving before an official decision is made by the tournament director may give a walkover.
Where games are abandoned or not played due to no fault of one of the participating teams, the following will occur:
- If the game has not commenced or (b) or (c) are not applicable then: an attempt will be made to re schedule
the game if organizers can find a suitable time and venue. Teams will be expected to make themselves available during
normal tournament times, apart from any notified times of unavailability given as original fixture requests. If no
suitable time can be found the teams concerned will have their positions assessed on match ratio principles on other games.
- If the second half of the game has commenced and one team is twenty (20) or more points ahead of the other team, the scores at the time of cessation of the game will count as the final score.
- It there is less than five (5) minutes remaining on the game clock in the 2nd half at the time of cessation of the game and one team is either four (4) time or more the score of the other team and a minimum of six (6) points ahead, or has a lead of sixteen (16) points or more then the game score at that time will count as the final score.
BLOOD RULE
Competitors with blood on their uniform must leave the court. The competitor
may resume playing in a non standard uniform provided the referee rules
there is no confusion of colours.
INCORRECT UNIFORM
There will be no penalty for incorrect uniform, but teams are required to maintain high standards. Uniform which the Venue Co-ordinator judges to be confusing to opponents or of unsatisfactory standard will not be permitted.
HEAT POLICY 2010
The Eltham - Dandenong Tournament takes seriously all issues of consideration of health and works within the Basketball Victoria guidelines in
regards to the new Heat Policy.
All participants are urged to take care even in moderately warm conditions.
This includes:
- Any participant must take note of any medical advice he or she has received. It is recommended that parents take professional advice if they have particular concerns such as the special medical conditions of their child.
- Hydration before and during activity is important. Participants should drink water or appropriate sports drinks to hydrate themselves.
- On warm days indoor temperature will be monitored and recorded on an hourly basis.
- Sensible rotation of players is important so all players can rest.
THE TOURNAMENT WILL OBSERVE FOUR LEVELS OF RESPONSE TO HEAT |
LEVEL ONE: 30 - 34'
Game times will be reduced by one minute per half. There will be a compulsory time out, at which time the clock will stop on the first whistle after the nine (9) minutes to one (1) mark of each half.
LEVEL TWO: 34 - 39'
Venue Supervisors, referees, coaches and score bench will cooperate to ensure there is a time out after every four minutes of the game. The time out can be called by any of the above at the next whistle, or if necessary, after a score. Game times will be reduced by one minute per half. The clock will stop for any time outs in the last eight (8) minutes of the game only.
By agreement only of both teams any of the following may also happen:
- The game can be abandoned (see Tournament Abandoned Game rule for game result)
If one team refuses to play, that team is considered to have given a walkover.
- The game can be shortened by an agreed amount
- The game can be converted into a half court game. The game is then played only in one half of the court; with team gaining possession in defence or after a successful shot to cross the half way line completely before becoming offence at the same end.
(This significantly reduces expenditure of energy of the players and the referees).
LEVEL THREE: 40' AND ABOVE
The game will be abandoned if the indoor temperature at a court reaches 40'.
The Rules of Abandoned Games of this Tournament will apply.
Later games may resume if the indoor temperature falls below 40'.
CODE RED DAYS
If games are scheduled to commence before 5pm on a Code Red Day, in the Melbourne metropolitan area, then ALL games will be abandoned on that day in respect for the participants in fringe suburbs from the North through to the East and the Peninsula.
If games are scheduled to start after 5pm, the Tournament Committee will make a decision based on any predicted cool change or arrival of rain and relief, and will inform teams via as many means of communication as feasible.
With common sense and consideration for people, participants can cope with heat in indoor situations. This includes rotation of ALL players during a half so all can have a rest, drinking water or fruit juices before becoming thirsty and some control over the tempo of the game when in offence.
It is recommended that parents take professional advice concerning their child's participation in extreme heat if they have particular concerns such as special medical conditions of their child.
When seeking advice parents should explain the policy outlined above.
We hope the conditions will be pleasant and will not require the policy to be implemented.
If the policy is put into operation your feedback would be appreciated.
Venue Coordinators will inform teams and referees when the extreme heat policy applies to the particular venue. Teams and referees may draw the attention of venue Coordinators to various matters, but subject to an appeal to the head offices of the tournament there is no discretion to apply the heat policy other than as stated.
